The Free Press reported Sunday that the city’s tax department cannot tell the difference between a vacant lot and the two-story Tudor-style brick home of a City Council member. That is why Councilwoman JoAnn Watson was billed for — and paid — only $68 in property taxes last year. Watson said her property value dropped by more than half when her house was hit by a tornado sometime in the past 15 years. She repaired the house but never questioned the teeny tax bill. Watson’s neighbors paid $2000 to $6500 in city property taxes last year. But the councilwoman said she never wondered at her good fortune.
