Ike caused $710 million in losses to the University of Texas Medical Branch at Galveston when it came ashore near the island city on Sept. Only about $100 million of the damage was covered by insurance. The massive damage at UTMB prompted the UT System Board of Regents to announce that it was laying off 3000 employees and reducing the number of beds at the medical facility’s public hospital from 550 to 200.

So far over 1700 state residents have filed complaints which range from delay in payments to insufficient payouts to cover their repair bills. While the 1700 is just a fraction of the 530000 Hurricane Ike-related claims filed with insurers Texas judges are anticipating it to rise after 12 months. In anticipation of this scenario the judges plan to appoint one pretrial judge who will handle all residential insurance lawsuits. The appointment is expected to hasten initial court procedures and ensure pretrial rulings would be consistent said Judge David Garner of the 10th Judicial District Court.

“We pretty much really keep an eye on the weather to see how close it's getting” said Vicky Renfrow a Maxwell resident. And that's a good idea. Vortek researchers studied the number of tornado touchdowns within a twenty mile area thru out the commonwealth of Kentucky and found Maxwell was at the top of the list. When 14 News first heard about this story we spoke to several local officials that not only had never heard of Maxwell Kentucky but weren't even sure which county it belongs to. It's actually located in three counties: Ohio McLean and Daviess. “To have within your county what a research company has come to find out is the most prone area for tornado touchdowns in the whole Commonwealth of Kentucky is a pretty large statement to make” said Richard Payne of Daviess County Emergency Management. But these researchers say they have the numbers to back it up.

When Gladys Mansfield’s property at 7720 Tram Road in Beaumont sustained roof water wind and structural damage on Sept. 24 2005 during the storm she submitted a claim to Capitol which had insured her property according to the complaint filed Nov. 26 in Jefferson County District Court. Mansfield requested Capitol cover the cost of repairs and asked for additional living expenses the suit states.

“I don’t feel good starting a ‘first annual December campaign’” said Maj. Paul Egan of the Salvation Army of Greensboro with similar sentiment echoed around the room. “I do like the idea of responding to the ‘economic hurricane’ that’s going on. The idea isn’t to raise the money to open a shelter or another food bank but to possibly provide the emergency assistance that would help a family pay the power bill so they can stay in their own home – and not add to the waiting list at the Urban Ministry’s Pathways Center. To do that the fund would help existing programs that need an infusion of cash to continue providing food and emergency shelter. Funds will be distributed directly to local organizations including The Servant Center Senior Resources of Guilford the Salvation Army of Greensboro Lutheran Family Services FaithAction International House Greensboro Urban Ministry and Food Not Bombs as well as other organizations that provide emergency food and shelter. Organized by the United Way of Greater Greensboro the effort does not have an official dollar goal but is focused on getting those who are more fortunate – who still have a job a roof overhead or the ability to even think about holiday spending – to help those who are trying to regain their footing.

New FEMA center to address hurricane damage

Small Business Administration are also on hand and can provide low-interest disaster loans to residents whose damage is not fully covered by insurance or other sources. Louisiana Spirit Hurricane Recovery a federally funded crisis counseling organization created after hurricanes Katrina and Rita also has a table set up at the center and can help provide rental resources. FEMA manager Pedro Bernardini said insured residents should seek assistance from their insurance provider before coming to FEMA. Those without insurance can go to FEMA first. Residents can seek aid for several kinds of damage: structural damage to their home apartment or trailer; personal property damage; vehicle damage; miscellaneous expenses incurred because of the hurricanes; and funeral expenses. There are no set guidelines for who is eligible for FEMA aid in each category.
