State authorities estimate it would cost $320 million to restore the reefs by applying new material such as crushed concrete or oyster shells. Hurricane Ike sank at least 301 boats in Galveston Bay. Removing those boats will cost an estimated $20 million. Debris from thousands of homes also washed into the bay. Removing that debris will cost about $368 million.
