The 2007 hurricane seasonbrought two Category 5 hurricanes within two weeks and 550miles of each other, killing 400 people. A statisticallybelow-average season can still bring a devastating storm. The National Hurricane Center issues its season forecastin May, in contrast to the University of Colorado, whichmakes its first forecast in December and then issuesperiodic updates. This year, researchers at the Universityof Colorado took pains to defend the long-range forecast asa way to remind people to be prepared. That’s alegitimate reason to share the long-range outlook with thepublic. But it’s important to remember the limitations ofsuch forecasts, and people should always prepare for thepossibility of a storm that will require them to evacuate. What matters most isn’t whether forecasters can sayin December or even in May what is likely to happen in latesummer… More accurate forecasting of the path of storms couldreduce the number of evacuations that turn out to beunnecessary. That would be a boon for safety since too manyfalse alarms can discourage people from leaving, andlarge-scale evacuations are stressful, costly and carrytheir own risks. The effort, called the Hurricane Forecast ImprovementProject, also seeks to give emergency officials betterwarning about increases in intensity, another importantfactor in determining whether people should flee.
