The women in particular say they are still pining for donations or other forms of assistance to fully get back on their feet. Fish vendor “Dimples”Taylor says though some Old Harbour Bay residents were fortunate to receive aid from overseas sources she and others like Loretta Samuels are longing for sheets of zinc plyboard and other haberdashery supplies to get their roofs and the rest of their homes back in order. “Inna di hurricane my roof come off clean clean and ah patch mi and mi family have to patch it up likkle likkle. Right now it want fix because it ah leak and we can’t afford to buy any supplies. Time hard so up to now the roof still not properly fixed on”Taylor told the Sunday Observer as she shelled gungo peas with Samuels her close friend. “All we hear from the authorities is that people who live in my lane [Station Lane] might have to be relocated. That’s all and nothing more… Samuels Miss Blossom (a mother of eight) Stephany Williams (a shop owner) Anthony McLeod (also a shop owner) and 62-year-old Ralph Davis all had similar cries of distress. “Pon my house top three-quarter of di roof come off inna di hurricane and we don’t get any support either. We don’t get nothing from nobody. Right now mi woulda glad fi couple sheets of zinc”Samuels said. Both Samuels and Taylor who scale and sell fish at the Old Harbour Bay beach say their woes are further compounded by “slow business”at the beach these days. “Right now we have less fish and less people to buy.

Bill Read a 30-year National Weather Service veteranhas headed the Texas coastal forecast office since 1992 andoversaw local forecasting for a number of hurricanes hittingthe Gulf coastline. He oversaw forecasting of Hurricane Claudette in July2003 as it hit the Texas coast and was assigned to aspecial hurricane liaison team assisting forecasters at theNational Hurricane Center during Hurricane Isabel which hitNorth Carolina’s Outer Banks and then parts of theNortheast in September 2003… “Bill brings a wealth of experience in meteorologyand management to this position” said Jack Hayesdirector of the National Weather Service in a news releaseannouncing the appointment. “He has a clearunderstanding of the needs of staff the emergencymanagement community and the public in fulfilling ourmission of saving lives and property. ” As director of the Miami-based hurricane forecastingcenter Read will be the public face called upon to explainhurricane activity. The center’s forecasting areaactually surrounds a specially designed television studiofor that purpose. During Hurricane Katrina Read worked as part of a teamof forecasters and emergency preparedness officials whoconsulted with local emergency officials on the Gulf Coast. “If there was one event that kept me from retiringand doing something else that had me wanting to take onthis challenge that was it” Read said in a telephoneinterview from his new office. Read said he was impressed by what he referred to as theuntold success story of the evacuation from the New Orleansarea in advance of Katrina especially in light of theevacuation problems that occurred in Houston three weekslater during Hurricane Rita.

The proposal is part of the Texas Department of Housing and Community Affairs’ action plan to help recover from damages caused when the hurricane hit more than two years ago. The amended Homeowner Assistance Program will provide $210 million for the rehabilitation or reconstruction of at least 3000 homes. The Sabine Pass Restoration Program will provide an additional $12 million. But critics of the plan say with the $25000 cap most of the damaged properties will be demolished rather than repaired. Representatives with the Southeast Texas Interfaith Organization a coalition of faith-based charities and other nonprofits are asking the state agency to abolish the cap and allow funds to be used for rehabilitation.
