Wal-Mart is hiring for its new store in Putnam County. The new 184000-square-foot building for the big-box retailer is expected to open on March 7. It is located in Hurricane a short distance from I-64 off Old Orchard Road. The store originally slated to open this fall has already spawned other development including the new Hurricane Gateway Center that is home to Little Caesars and Michael Kirtley Nationwide Insurance. Creative Spas Arby’s City National Bank GameStop Sally’s Beauty Supply and Dollar Tree have either already opened their doors or begun construction and other businesses are in negotiations to locate nearby. Hurricane Mayor Scott Edwards previously told The Herald-Dispatch that contractor and subcontractor issues among other things have delayed the opening but construction appears to be on track now. Currently 12742 people work for the discount retailer in West Virginia. The average wage for a full-time hourly worker is $10.

- The past year has been a rough one for Lake County residents as tornadoes pummeled the area on three separate occasions. The first tornado hit on Christmas Day 2006 in Leesburg. Residents who live in the area said the worst of the damage was at one particular mobile home at Brittany Estates in Leesburg where one of the rooms was ripped away from the rest of the home. Other neighbors said most of their damage included broken shingles damaged carports and lots of debris on their property and in roadways. “It’s something you don’t forget. It was pretty devastating… It was pretty devastating. It could have been a lot worse but it was bad enough” said Eileen West a victim of the tornado in Leesburg one year ago. The Christmas Day tornado also caused damage in Daytona Beach destroying an apartment complex called Sutton Place and leaving many of its residents homeless.

” The act should be updated to recognize a new level of response beyond “Major Disasters” one designed specifically for large-scale and devastating “Catastrophes. ” Regulations designed to address small-scale disasters have become bureaucratic roadblocks following a catastrophe. After Hurricane Katrina the city of New Orleans was forced to lay off nearly half its workforce because there was not enough cash on hand to meet payroll obligations. The act authorizes federal disaster assistance to cover the overtime of local government workers for work related to responding to the disaster but not regular salaries. The Stafford Act should be amended to ensure that communities suffering from a catastrophe do not face the duel challenge of overwhelming devastation and a bankrupt local government. Federal disaster policy assumes that financial assistance to business and individuals should come from private insurance before government steps in. Unfortunately the devastation that follows a catastrophe can overwhelm insurance companies and result in extensive delays for insurance payments.
