It’s the month when temperatures cool humidity drops and — for the second year in a row — the odds of Florida surviving another season without a hurricane start looking good. Tropical Storm Noel which lashed the Dominican Republic and Haiti with torrential rains Monday and is headed for the Bahamas is not likely to become a hurricane or pose a serious threat to Florida or the eastern United States. The key for South Florida will be exactly when that happens.
