On October 13 1947 a hurricane about 500km (300 miles) off the east coast of Florida and Georgia was sprayed from aircraft using frozen carbon dioxide known as dry ice. The idea was to trigger more rain from the clouds and help to defuse the storm. However six hours after the spraying operation the hurricane gained strength lurched 90 degrees towards the coast and tore into Savannah Georgia where it caused $2 million worth of damage. The US military which co-sponsored the project classified the data on it to frustrate any litigation. However meteorologists later showed that the hurricane had already begun to change direction when the seeding was carried out… On October 13 1947 a hurricane about 500km (300 miles) off the east coast of Florida and Georgia was sprayed from aircraft using frozen carbon dioxide known as dry ice. However meteorologists later showed that the hurricane had already begun to change direction when the seeding was carried out. And a tropical storm in the same area a week earlier had executed a similar change in track. But over the next 30 years the US military made more attempts to modify hurricanes.

And of course if you’re in that area we welcome that. There’s some flooding issues there as well. CNN is your hurricane headquarters. Jacqui Jeras is tracking Noel for us. Jacqui what’s the storm doing? JACQUI JERAS CNN METEOROLOGIST: Well it’s just about to make landfall actually Rob. It’s very close to the Haiti coast at this time and moving on a north-northwesterly track. It’s packing winds at 50 miles per hour… MARCIANO: It was quiet there for quite awhile. We often forget that hurricane season goes right through November. It was almost a month where we had really nearly nothing Rob. MARCIANO: Look like this storm may very well pack a punch. Thank you very much Jacqui Jeras in the severe weather center.

The project is part of an effort to shore up county buildings to better withstand the blunt force of a hurricane. But while the county has replaced windows on some buildings others remain vulnerable including the older portion of the courthouse and the main county office building. In October 2005 Hurricane Wilma destroyed thousands of windows in buildings.

The storm with top sustained winds of 95 km per hour was movingslowly toward Haiti’s southwestern peninsula and was expected tohead toward southeastern Cuba the US National Hurricane Centersaid. While the storm’s track was highly uncertain the hurricane centerforecast it was likely to curve back to the northeast near the endof the week and head out over the Bahamas into the Atlantic ratherthan into the Gulf of Mexico and its important US oil and gasfacilities. It was also unclear whether Noel the 14th named storm of the 2007Atlantic hurricane season would have an opportunity to strengtheninto a hurricane with winds of at least 119 kph because that woulddepend on whether it stayed over warm water or spent more time overland. “The amount of interaction with land during the next 2-3 days isstill rather uncertain but the official intensity forecastindicates strengthening since the cyclone will be mostly over waterif the official track forecast verifies” hurricane centerforecaster Richard Knabb wrote in a discussion piece on thestorm. “It is not out of the question that Noel could become a hurricaneprior to passing over Cuba.
