This kind of prediction was also made in 2006 but luckily the season turned out to have been a normal one. The level of hurricane activity was in fact well below what had been anticipated and the 2006 season was only the 12th year since 1945 that there had been no hurricane landfalls along the US coastline. As against the forecast of the US National ceanic and Atmospheric Administration [NAA] of an 80 per cent chance of an above-normal hurricane season with 13-16 named storms 8-10 hurricanes and 4-6 major hurricanes there were only 11 named storms 6 hurricanes and 2 major hurricanes in 2006. The NAA has actually indicated in its 2007 Atlantic hurricane season outlook that it is predicting a 75 per cent chance of an above-normal hurricane season as opposed to a 20 per cent chance of a near-normal season. This outlook anticipates that there could be 13-17 named storms 7-10 hurricanes and 3-5 major hurricanes [categories 3 to 5]. It is hardly likely that despite the reduced chance of an above-normal hurricane season that we will escape hurricane landfalls in the Caribbean and the USA this year… The NAA has indicated in its 2007 Atlantic hurricane season outlook that it is predicting a 75 per cent chance of an above-normal hurricane season. More recently we suffered major damage to the agricultural sector in the very active hurricane seasons of 2004 and 2005. In 2004 Hurricane Ivan which swept the southern coast of the island disrupted food production in the major producing parishes of Clarendon Manchester St Elizabeth and Westmoreland. As a consequence domestic food prices skyrocketed in the last quarter of the year and into early 2005. For example green bananas which sold for $25 per dozen up to the end of August 2004 went as high as $80 per dozen in November 2004.

But even with better planning preparation and expertise the life-and-death matter of deciding whether and when to evacuate remains as tricky as ever for Florida’s 675 nursing homes and 2500 assisted living facilities. Academics backed by a national nonprofit foundation are working on guides and a computer program to help facilities with disaster planning and evacuation decisions. But experts say there is no magic formula that facility administrators can follow when faced with the highly unpredictable nature of hurricanes. Administrators working with state and local officials still have to weigh the potential trauma caused by evacuating frail older people with the risk of remaining in a hurricane’s path.
