Fitch says because Florida's insurance reform increases primary insurers' access to the FHCF's below-market-rate reinsurance coverage by up to $12 billion per season with the state able to increase the limits up to an additional $4 billion per season the FHCF's single season exposure is now as high as $32 billion. The previous cap was $16 billion. "The effect of this change increases the potential size of a future borrowing needed to pay claims after a catastrophic hurricane" Fitch says. "It also increases the likelihood the FHCF will eventually reach its bonding capacity which would put additional pressure on the state to increase the FHCF's bonding capacity or craft another solution to maintain the availability of affordable hurricane insurance within the state. " Another component of the legislation repeals the 25 percent rapid cash buildup factor for FHCF premiums which Fitch said reduces the ability of the FHCF to replenish its claims paying resources after a season in which it incurs significant losses. Fitch also says the legislation allows insurers to choose a lower retention level for FHCF reinsurance coverage although the firm said that option is priced at such a high level that it is not likely to be significantly used. Bonds are secured primarily by emergency assessments policyholders pay on most lines of property and casualty insurance sold in Florida as well as reimbursement premiums residential property insurers pay and by investment income on series 2006B bond proceeds.

In total 31 towns and villages in Northern Bulgaria are facing blackouts due to the strong winds. Meteorologists in the region said the wind is approaching hurricane strength and is has the potential to uproot trees and cause damage to structures. The wretched weather is set to continue with snow and possible blizzard conditions on Tuesday. So far there have been no reports of casualties. The local civil defence unit warned people to be careful when outside and watch our for falling debris.
